I disagree for most cases. In this particular clip for example a very quick look reveals several telling factors. The winner moves and blocks reasonably well, and he tries to be agressive on the return of serve. His quality in these areas might suggest a 2350-2400ish standard however...his FH technique is very ordinary and his serves are often loose and long - these factors would drag the rating estimate down. I actually guessed around 2250 before seeing that he played in an U2300 event. Sometimes I am off in my estimates but much of the time I am thereabouts. 

I think it is harder to tell the rating of players if they are rated higher than you as you are not familiar what to look for. I have difficulty being accurate with players that are 200 or more points higher than me. A while back, on another site, I have seen posters amazed that a particular (slightly unorthodox) player was rated 2350ish. All they looked at was his not so flashy technique. They failed to see that his serve/receive was very tight, his footwork was excellent, and that his technique whilst not flashy was nevertheless sound and as a result he made relatively few unforced errors.
