IMO the service rule is making the sport similar to gymnastics and figure skating - where an umpire can see something and another one may not see it.
Now, in at the Paris WTTC 2013 - they had camera on the net -ITTF could impose a challenge system where a player can challenge a call - after the toss you can determine if the ball is visible for the entire serve or the height of the toss.
But I am thinking maybe it's just easier to go back to hidden services. No arguments no discussions - you hit your best serve and let me try and get it back.
