A chopper is defender. Defenders generally use attrition to win points. Whether a defensive player attacks or not depends on whether they recognize an opportunity in a given ball, position, etc. Even Chtchetinine knows how to loop and counter, he is very confident in a warmup. (http://www.youtube.com/watch?v=eRlbbe_bucQ at 3:50 and 4:20 ). Whether a defender chooses to use an attacking stroke is really up to his strategy and confidence level.

When I saw Shiono in the first ITTF event he won in the summer, I noticed that most players he was facing were blocking his topspin shot after he finally attacked. His opponents simply tried to control him, thinking he will just chop again, but using his incredible speed he jumped on the block and sprayed the ball all over until he won the point. When he played Primorac in US, Primorac won most of the rallies where Shiono produced top spin. He did so by never blocking, but instead continuing to counter loop. Eventually, Shiono couldn't hold up to that type of topspin to topspin pressure, yet, when he switched to chop, he brought back most of the shots back on the table.

Based on this observation, I have to agree with the comment that Shiono considers himself a defensive player. He is more aggressive an will play topspin to topspin in an opportunity, but his solid game is in defense.
